In the face of overcrowded reception centres and persistent labour shortages, Luxembourg is planning to shift its focus from linguistic and civic integration towards labour market integration. Plans to shorten access to work and simplify procedures are currently under, representing a positive step forward.
This new Policy Brief draws on international evidence and Germany’s experience to identify effective approaches. It shows that successful labour market integration requires a coherent strategy that combines early access to employment, targeted language training, and robust activation policies linked to employers. Luxembourg already has many of these tools, often led by NGOs. The priority now is to evaluate them rigorously, strengthen coordination, and scale up the most effective approaches.
